Well, I think it's pretty normal. French Foreign Legion troops are "French Army", wheter they kill boo boos or take casualties. The credit is for the French Army. Better for the Legion to keep a low profile, cause if shit gets ugly, it is bad publicity to the Legion within French Government and general public, and if the job gets done, not to good for French Army. So let it be.

Point taken. The idea might also be to put the thought of tough action before the French public after nine French soldiers and peace-keepers are killed. Needless to say, the locals know which is the important bit.
