I'm not sure, but Italy still has those... Even on the highway, they bother you while driving. On the plus side, you can rest easy in the parking lot where they are frequently found, there's no risk of getting gassed, slashed curtains, stolen diesel, etc. They protect their turf. For the slight inconvenience of telling them off when they propose their services, after a long day, it's not that bad. There's plenty of places where there's no guarantee that you wake up the next day, but that's a whole different can of worms..
Many moons ago, when I was annoying people throughout Europe, I hated the UK jobs. Even had the displeasure of driving around a couple of days in that apocalyptic 2 weeks of "heavy snow" (or just snow for the rest of Europe) in 2018.
